That individual Co-Counselors who wish to teach classes in Re-evaluation Counseling shall do so only when their own judgment that they are prepared and competent is checked and supported by that of the Re-evaluation Counseling Community.
That Co-Counselors desiring to teach Re-evaluation Counseling apply for permission to offer such classes to the Area Reference Person in the Community in which they reside (who will consult with other teachers) and to the International Reference Person (and the Regional Reference Person, where one has been designated). Application must be formally made in writing and formally discussed. The Area Reference Person and the International Reference Person (and the Regional Reference Person, where one has been designated) will confer in each case and the approval of all will be necessary before permission is granted. Permission is granted to teach in that Area only. Would-be teachers who live in areas where no Area Reference Person exists may apply to the International Reference Person (and the Regional Reference Person, where one exists) and, where warranted, permission will be extended until an Area is established. Teachers in new Areas should be made aware of the standards for teachers in the Guidelines.
The first permission to teach will be given for the duration of one class series. After a teacher has completed one class series satisfactorily, he or she may apply for a full credential.
That teachers of Re-evaluation Counseling who are inactive as teachers for as long as six months shall not resume teaching without approval of the International Reference Person (and the Regional Reference Person, where one has been designated) and Area Reference Person of the Area where classes will be taught.
The credentials of an RC teacher may be suspended by the following procedures:
This proposal has the force of a requirement. The terms, "Re-evaluation," "Re-evaluation Counseling," "Re-evaluation Education," and "Co-Counseling" are service marks of Personal Counselors, Inc. Their use is not in the public domain but is granted to members of the Re-evaluation Counseling Communities under these procedures and proposals.
This is not intended to create a monopoly of teaching in any area. This will never be allowed. The need to reach the whole population will require an endless supply of good teachers. We do need, however, to be concerned that such teachers are sufficiently prepared and clear in what they are teaching. It will be important to know that teachers who have been inactive have kept abreast of the constantly growing theory and practice.
An agreed-upon procedure is needed for the suspension of teaching credentials for individuals who fail to continue to meet the requirements for teachers.
That persons applying to teach Re-evaluation Counseling shall have, whenever possible, participated in extended classwork themselves, have Co-Counseled effectively with a number of Co-Counselors, discharge consistently and well in their sessions and have continuing good relations with the Co-Counseling Community in their own Area. Teachers should understand the purpose of the Community policy on socializing and have a rational relationship to it in their own counseling and their own lives.
That in approving teachers the Reference Persons take into account competence, maturity, responsibility, relationships with others and the person's own mastery of the environment. The goal is to have each teacher be free of any pattern that interferes with being an excellent model in the Community. THAT, IN PARTICULAR, TEACHERS BE REQUIRED TO MOVE AGAINST ALL CLASSIST, RACIST, ANTI-SEMITIC, SEXIST and OTHER OPPRESSIVE PATTERNS WHICH EXIST IN OUR CULTURES AND BE CAREFUL THAT THESE NOT EXIST UNCHALLENGED IN RE-EVALUATION COUNSELING ACTIVITIES OR IN THEIR OWN LIVES. That, further, teachers and potential teachers recognize that while all compulsive behavior and compulsive "thinking" in their lives will and must yield to discharge, no teacher shall use or defend the use of the following addictive agents: tobacco, marijuana, alcohol, tranquilizers, or other drugs. (These particular addictive agents have been selected as a beginning because they represent a few of the more obvious and harmful substances our society conditions us to accept.) That teachers' attention also be directed toward rational use of food and drink.
That eagerness to teach not be regarded as the only criterion of a teacher nor even a necessary one. That Reference Persons not feel obligated to unthinkingly approve or recommend as teachers those individuals whose patterns seek approval through being a teacher. Reference Persons should be on the lookout for Co-Counselors who are reluctant to teach and must be counseled and persuaded to do so.
These requirements are necessary to ensure effective teaching. Each teacher should be an outstanding example of the basic theory of Re-evaluation Counseling. The mind of the human being functions at its best when it is released from the effects of undischarged distress and is free from the effects of harmful substances.
It is necessary for teachers to move against oppressive patterns:
That no material foreign to Re-evaluation Counseling may be offered in Re-evaluation Counseling classes, and the existing manuals and other literature must be followed accurately. Individuals who mix Re-evaluation Counseling with theories and practices which are in contradiction with Re-evaluation Counseling (as defined in case of controversy by the International Reference Person) may not offer to teach or claim that they are teaching Re-evaluation Counseling.
It is a continuing problem for all of us as instructors to keep our chronic patterns from diluting or degrading the existing workable body of knowledge of Re-evaluation Counseling, and all teachers are expected to be on guard against this happening. Permission to use the service marks, "Re-evaluation," "Re-evaluation Counseling," "Re-evaluation Education," and "Co-Counseling" is authorized only with the understanding this proposal be followed.
